inside a man's home. it began when a former student went inside north county high school. >> police are expected to release details at a news conference. we're going to keith russell. >> the 25-year-old man came on to the grounds of north county high school. it happened around dismissal time. it's this letter that was sent to parents that news 4 obtained late this afternoon. the man followed a custodian into the school. school resource officers were called. they talked to the man and they were suspicious and called police. police went to the man's home not too far from the school and seized a cachet of weapons. here's what they found. a lot of stuff. ak-47 loaded with a 30-round clip, an uzi, 2 bolt action rifles, 22-caliber handgun, handgun with with laser scope, 9

mm with a silencer and a number of boxes of ammunition. it's important to say all the weapons appear to be legally owned by that man. he's been charged with trespassing. the man never threatened to harm any students. school officials say he attended for two months back in 2002. that's what we know for now. pat collins will bring us the details. happening right now, vice president jackie bensen is about to administer the oath of office to john kerry. this is a ceremonial swearing in. you're looking at a live picture. kerry took the actual oath of office behind closed doors last friday. right after secretary of state hillary clinton bid farewell to employees. she led for four years. on monday kerry introduced himself and said the safety of u.s. diplomats overseas is one of his top priorities. a new website is fueling speculation about hillary clinton's future. the former secretary of state

leaders went up to capitol hill asking why aren't the same standards applied to our kids. danielle lee is live on the hill. >> reporter: this alliance is arm armed with with parents and student athletes who suffered real losses due to sports accidents. some of those may have ended differently if people had better training and resources. beneat the excitement, there's a serious risk e each time an athlete reaches the field. this was the hit four years ago during a lacrosse game that nearly killed tommy mallin. >> i could have possibly died. he broke his neck but the athletic trainer on the field recognized the injury and protected his spine. he's since recovered. now tommy's mom is sharing their story with lawmakers. >> we couldn't just walk away and say, you know, we're lucky. we had to carry the message forward that, you know, things

went right on that day because this this school was prepared. >> reporter: she's in washington, here all the way from san diego with the youth safety sports alliance. the group is push iing a new action plan. to create health care programs and assure safe practice areas through regular inspections. >> it's about what is not being done and what needs to be done to provide a safe environment for our kids. >> reporter: the athletic trainers association says less than half of high schools have access to these services. she knew little before a football game tackle killed her son matthew. >> after matthew's accident, it was like our eyes were opened. this is wonderful. thank you. >> reporter: she's also on capitol hill today here from north carolina fighting for better education and schools about how to treat sports injuries. >> who is going to protect them if we don't? we're the adults.

. >> reporter: she hopes her son's tragedy will keep other children safe. the trainers association counts at least 34 youth sports-related fatalities last year. it's estimated 2 million injuries occur to high school athletes each year. i'm danielle leigh, news 4. a big change in the way we get our mail. they are ending saturday delivery in an effort to save $2 billion. >> it's not happening this week. the change will happen in august. but as chris claken reports, this could be disastrous. >> mail delivery will occur monday through friday and we will not deliver nor collect mail on saturday. >> it's a move the postal service has wanted to make for years, but now says is necessary to cut more than $2 billion from its already struggling budget.

the little boy rescued from the underground bunker in alabama is having a birthday today. he turns 6. his relatives say he's acting like a normal kid and continues to do well. meanwhile authorities say the boy's kidnapper was planning for violence. they found two pipe bombs inside the bunker. one in the living area, the other in a ventilation pipe. officials say the bunker was reenforced to keep people out. the suspects died when officials rescued the child. the youngster was snatched from a school bus six days earlier. the bus driver was killed when he tried to intervene. chris brown will be in court in an hour. they are questioning whether brown completed the sentence he got in 2009 after pleading

this it just into. the live desk. a press conference has just wrapped up regarding a trespassing incident at north county high school. a man was found on campus on monday. police discover ed a large amout of weapons at the suspect's home. the man has only been charged with trespassing. pat collins will have the latest developments. he'll have a live report coming up later on news 4. in the meantime, d.c. police are looking for a suspect in an alleged kidnapping. a 16-year-old saying she was

college park, 47 degrees. alexandria at 47 degrees. so everywhere it's really nice out there. we have clouds up to the north. more sunshine to the south. here's your evening planner. there's your current temperature. r your evening planner forecast just a nice evening. the clouds will move in until late. probably 11:00 p.m. we'll see more clouds moving back in throughout the entire region. we'll head down to 34 degrees by 11:00 p.m. then it's upper 20s to below freezing by tomorrow morning. look at the satellite and radar loop. a lot of clouds have been moving in and sitting right on top of us. a weak system there. as that system dissipates, our wind decreases as high pressure will start moving away from the area. then it's cloud cover throughout the day tomorrow, but again dry.

pat collins live at police headquarters now in millersville with the latest. pat, what have you learned? >> reporter: an unusual case of trespassing at a high school leads to an arrest of a man and then the recovery of a kash of weapons. joining me, it happened at north county high school. how did the man get into the building? >> a school employee noticed he was trying to get into a door and notified us to investigate. as he was doing so, the person was trying to get inside snuck in behind a school employee, but because that custodian had notified someone was trying to get in, he was confronted immediately by school employees and escort ed to the office. >> reporter: so the trespasser is taken to the office. what does he say? >> he didn't give a logical reason for being at the school. he spoke of being a former student, being bullied back at the time when he was a student at the school, approximately ten years ago. he talked a little of his

military experience and wanting to know about security at the school. >> reporter: that led you to search his home. >> we wanted to know, although he was doing nothing more than being at school when he shouldn't be, he was trespassing, pe wanted to make sure he didn't have weapons at the school and what was he doing? he had no weapons on him at the school. >> reporter: when you searched his home, what did you find? >> detectives received a search warrant and found all legally-registered weapons, an ak-47, an uzi, because of the statements he made and his heirs he's undergoing an evaluation now for his mental health. >> you have taken those weapons for safekeeping. >> we're holding them for safekeeping. he's eligible to receive them again if he complies with all the provisions that he has to comply with. >> reporter: we should tell people that when this happened, he didn't have a weapon. e he made no threats geps the students and no one was harmed. >> that's true.

what we did in this case was take what was on its surface, a misdemeanor trespassing case, and in light of everything with school safety, taking it a step further that it has to be taken just to make sure that our kids and staff stay safe. >> reporter: a sign of the times. >> unfortunately, that is correct. . >> reporter: thank you we'll have more at 5:00. no one was hurt. unusual trespassing case today or this week at north county high school. a man arrested with weapons seized. now back to you. facing protesters and pressure from both sides, an anticipated move from the boy scouts of america won't happen today as planned. the group is delaying the vote to end the ban as gays as scouts or leaders. jay gray looked at what forced them to postpone the decision. >> reporter: for now the boy scouts of america will stick with its policy of banning gay

scouts and scout leaders. the national executive board announced they would delay a decision to allow troops to create their own rules about gay membership releasing a written statement saying due to the complexity of the issue, the organization needs time for a more deliberate review of its membership policy. dozens of protesters gathered outside the headquarters in texas urging the bortd not to change the rules that have been in place for more than 100 years. >> if this happens, we have already made plans. we will be turning in our charters. it's no longer a safe place for our boys. >> reporter: but pressure from corporate sponsors who pulled funding in the last year forced them to rethink the policy only seven months after affirming the ban. monday a group of scouting families delivered more than a million signatures on petitions supporting a change. >> when you tell a child they are not good enough, when you tell a child your parents aren't good enough, it takes a toll on

that child. and so it's not okay anymore. >> reporter: religious groups are clearly split on this issue. >> it will be devastating to be in sight. >> i hope it's left up to the organizations. it's depending on your group and who is in r your group and how they feel about things. >> the group will take up the controversial policy again at the bsa annual meeting in may. jay gray, nbc news, dallas. a missing d.c. girl has been found safe in arkansas. her mother is in police custody. the 6-year-old had been missing since last thursday night. yesterday her distraught father talked to news 4. he said the girl's mother, his ex-girlfriend, was visiting from arkansas and asked to take their daughter to the grocery. that's when the girl disappeared. the d.c. department of human services is demanding the child be returned to d.c. to sort through questions about who has

legal custody. a guilty verdict today in a high-profile murder trial. a jury convicted 28-year-old michael maurice johnson of second-degree murder in the death of fi lee sha barnes. she disappeared while visiting relatives in baltimore. her body was found in the susquehanna river. he killed barnes and dumped the bo body. they said prosecutors failed to e show a motive. johnson will be sentenced in march. the problem of hiv and aids is a growing problem in the african-american community. one of the biggest advocates for education and prevention of the disease is basketball great and businessman irvin magic johnson. it's the talk around town this week. so magic is in town for some frank talk on this sensitive topic of hiv and aids.

tell us about that. >> thursday is national black hiv aids day. magic is such a great example of how you can transform your life after the diagnosis and that is the message that is missing in the african-american community. the sigma surrounding hiv aids is thick in the african-american community. it is actually one of the reasons being blamed for the increase in infections, the problem among black women who happen to be in hetero sexual relationships where their husbands are engaging in down low behavior, having relations with men and bringing home the infection. and also the stigma is keeping african-americans from taking action, from getting tested, simply getting tested. 20% of those infected have it and don't know it. >> people who need to be talking about it, aren't. >> the black church is a big problem too. more and more churches are

of a trespass suspect. the 25-year-old was arrested for trespassing at north county high school on monday. after further investigation, police discovered the collection of legally-owned weapons. the suspect is only facing trespassing charges. pat collins is there and will have a live report coming up in a few minutes on news 4 at 5:00. scalpers making money with police standing a few feet away. d.c.'s police chief admits it's a huge problem and she's ramping up enforcement and cracking down on her own officers because of what our team discovers. tisha thompson has the undercover investigation. >> reporter: from sporting events to sold out concerts, d.c. streets are often buzzing with monstrous crowds around the verizon center. sidewalks lined with fans, police and feez guys. >> four rows. >> scalpers not hanging in the

shadows but right out in the open. sometimes suffocating you as you try to walk away. at a recent sold-out concert, multiple guys hit up our producer wearing a hidden camera. even offering to escort him to his seats. it is illegal to sell or even buy tickets on d.c. streets. something alexis and gabbi did not know. >> we're obsessed. >> reporter: these 15-year-old self-proclaimed justin bieber fanatics gave a guy $500 for two tickets right before the show started. >> we figured it was a good price. >> until they tried to get inside the concert. >> she said the tickets aren't real. >> reporter: the teens approached a police department officer outside the verizon

center for help. 134g our cameras happened to catch that night. >> he was like no, i can't help you, that's illegal. i could arrest you for doing that. then i was like there's people selling tickets all around the area. >> can you get in trouble for buying the scalped tickets? >> that's not the appropriate answer to give a 15-year-old girl who just got ripped off. >> reporter: the chief says it's a balancing act with officers on crowd control versus other enforcement, but she admits the officer approached by the girls should have taken action because scalping is a big problem. >> we send teams of officers out to go after scalpers randomly. it's not at every event. >> there was tons of cops. >> reporter: we e see the same thing at a recent hockey game. it's hard not to notice the scalpers hanging out on corners and metro exits. as we walk a single block, we're surrounded by not one, not two, but five different guys all at

the same time. pushing us to shell out some money. while officers stand nearby or sit in their vehicle es. >> if somebody sees that where an officer is standing there not doing something at all, not engaging in crowd management and there's scalping going on, that is inappropriate. they have to take action. that i would have a problem with. >> reporter: after our interview, they did their own tests and found some officers did not respond correctly to people who complained about scalping. it's illegal to buy or sell tickets which means you can face a $300 fine and face possible jail time. they made 25 arrests last year for scalping. with valentine's day around the corner, southwest is now offering some pretty deep discounts on air fares. they include round trips as little as $98.

a delivery truck left dangling off an interstate overpass today. julia has the video of scary moments. >> reporter: a dangerous rescue as firefighters help a driver step out of a smashed bakery truck and on to a ladder high above i-95. the crash killed a passenger and left the truck wedged between the side of a bridge and a pillar on state road 84. the truck dangling above the interstate during morning rush hour. only one set of back wheels was still touching the roadway, rescuers helped bring the driver down safely and he was rushed to broward medical center. >> our fire rescue tactical team responded. they secured the truck from falling. >> reporter: investigators measured skid marks on the exit ramp from i-95. >> the vehicle was traveling northbound and hit the small
